WVACA Constitution

Article I: Name and Purpose
The name of this organization is the West Virginia Academic Coaches Association (WVACA), and the purpose is to promote academic competition in the state through the sponsoring of competition activities.

Article II: Officers
The WVACA shall have these officers, with the described duties:
President: The President shall preside at meetings and have the responsibility of coordinating all organization activities. When necessary, the President will represent and be the spokesperson for the group.
Vice President/State Tournament Director: The Vice President shall have the main responsibility of operating the state Quiz Bowl tournament. The Vice President shall also fulfill the functions of the President if the President is unavailable for any reason.
Secretary: The Secretary shall keep the minutes for all official meetings, and shall also be responsible for organization correspondence and maintaining the organization website.
Treasurer: The Treasurer shall be responsible for maintaining the financial records of the organization, for paying bills in a timely manner, and keeping the membership informed of the financial status.
These four officers, plus others appointed by the President with the approval of the other officers, shall compose the Executive Committee. This committee shall be responsible for making such decisions as are necessary for the furthering of the organization's purpose.
The officers shall be elected by vote of the membership at the annual meeting.

Article III: Student Eligibility
All students enrolled at a high school or middle/junior high are eligible to compete for that team in quiz bowl competition. This includes foreign exchange students. Students who meet the requirements to enroll at their schools are eligible to compete.
Students who are home-schooled may compete for the school in the district where they reside. Home-schooled students who wish to compete together may organize a team within the boundaries of their home district. Home-schooled students may not form a team that crosses district lines.

Article IV: Team Sponsorship
An adult sponsor must accompany all teams attending a match, whether an individual school or the WVACA sponsors the match. The sponsor may be a teacher from the school system, a parent, or another responsible adult. The adult sponsor shall be ultimately responsible for the team's behavior.

Article V: Amendments
This constitution may be amended by a two-thirds vote of the members present at the annual meeting.

Amendment I:
If an officer becomes incapacitated, resigns, or is otherwise unable to fulfill his/her duties, the President shall appoint a replacement to serve until the next WVACA meeting, with the consultation of the rest of the Executive Committee. If the President becomes incapacitated, the Vice-President shall assume the office of President, and appoint a new Vice-President.
